Aneel rejects appeal over Jirau award

An appeal against the award was brought by a rival bidder, Consorcio Jirau Energia (CJE), which includes Odebrecht, Andrade Gutierrez and power utilities Cemig and Furnas.

The appeal by CJE was over the validity of documentation presented in the qualification phase of the procurement process following the naming of the auction winner. Cesb was allowed five working days to appeal.

Following a review of the complaint and defence, Aneel rejected the appeal and approved the decision. It also took the opportunity to ratify the auction result.

The project was awarded to the Cesb consortium in May. The consortium comprises Suez with local power utilities Eletrosul and Chesf, and also Camargo Correa.

Jirau is the second of the two major hydro plants in the 6450MW Madeira scheme in west Brazil. The first, Santo Antonio, was awarded to a venture led by Furnas and Odebrecht late last year.
