The Government of Himachal Pradesh has applied for a loan from the Asian Development Bank for 70% of construction cost for the three projects, along with the 402MW Shongtang Karcham project, as part of the proposed Himachal Clean Energy Development Investment Program
The scope of the consultancy services will include (i) to assist EA/IA in administration of awarded contracts (ii) preparation of bidding documents and evaluation (iii) contractors' claims on time and cost compensation (iv) quality control program (v) requirement of consultants to establish Project Performance Management Systems (vi) procurement, disbursement and processing of Periodic Financing Request (PFR) in contract administration and (vii) implementation of the loans financed under the ADB's MFF, Himachal Clean Energy Development Investment Program(HCEDIP).
HPPCL invites eligible consultants (at least engineering graduate preferably civil engineer) to indicate/express their interest in providing the services to be delivered in Shimla for six person months spread over for a period of 12 months. Interested consultants must provide the following information to establish their eligibility to perform the services (in no more than 15 A4 size papers):
i) Curriculum Vitae of the consultant.
ii) General and overall experience of the consultant (should have more than 20 years experience in Contract Administration and Project Implementation, with at least five years experience on hydrop ower projects in developing countries).
iii) Summary of similar projects undertaken in the country or region.
iv) Nature, size, employer, location, and type of input for contracts in hand;
The consultant will be selected on Individual Bio-data Procurement method with simplified technical proposal. The Employer reserves the right to shortlist or not to shortlist any or all of the applicants or to cancel the entire process without assigning any reason. The request for proposal (RFP) document will be issued to shortlisted consultants only. Interested consultants may obtain further information at the address given below on working days during office hours from 10.00 to 17.00 hrs.
The EOI with supporting documents must be delivered to the address below by no later than 16.00 hrs on 22.08.2008, in sealed envelopes marked “EOI for Consultancy Services for Contract Administration and Project Implementation”. No liability will be accepted for loss or late submission.
