FERC staff prepare draft EIS for Holtwood upgrade

The plant owner, PPL Holtwood, plans to increase the installed capacity of the 107.2MW facility on the Susquehanna river in Lancaster and York Counties. The upgrade of the facility also includes improved fish passage through enlarged and modified waterways.

PPL Holtwood has applied to increase the installed capacity by approximately 88MW to 195.5MW, and is also seeking a 16-year extension to its licence to 2030.

Comments on the draft EIS are sought before the end of August, though based on the information the FERC staff has reviewed they recommended approving the licence amendment. FERC plans to issue the final EIS in October.

The facility has a powerhouse with 10 turbines and a 946m long by 17m high dam that impounds almost 13km of the river.
