Indian State plans Over-the-Sea Dam

The proposed Kalpasar Dam Alignment project will create a freshwater reservoir in the northern portion of the Gulf of Khambat, which is expected to supply water for drinking and agricultural purposes.

The 35km dam will also have a road and rail overbridge, which will reduce travel time between the cities of Bhavnagar and Surat.

The dam is likely to consist of thousands of square kilometres in the northern coast of the Gulf of Khambat out of Coastal Zone Regulation rules, according to The Economic Times.
