CHANGES MADE TO SRI LANKA'S Standard Power Purchasing Agreement have been designed to favour diesel generators over small hydro projects, staff from the Ceylon Electricity Board alleged in the Sri Lankan Daily News. Power and energy minister Karu Jayasuriya said the amendment was not intended to handicap hydro projects, and a proposal had been made to remove it. The amendment required prospective investors to produce a performance bond of US$20,743 per MW of plant capacity before getting a power purchase agreement.
