State hydro stake stalls

State control of the two companies is one of the central components of the on-going reform of Russia's electricity sector.

Initially, the state had intended to raise its stake, to 50.1% and 75.1% respectively, with finances raised from the sale of thermal generating companies. However, there is growing opposition to the sale of generation assets and government members are now understood to favour private recapitalisation with new shares.
