The Druk Green Power Corporation (DGPC) of Bhutan and India’s Adani Group have signed a Memorandum of Understanding (MoU) to jointly develop 5GW of hydropower capacity in Bhutan.

The MoU was signed in Thimphu by DGPC Managing Director Dasho Chhewang Rinzin and Naresh Telgu, Chief Operating Officer (PSP & Hydro) of Adani Green Hydro Ltd. The signing took place in the presence of Bhutanese Prime Minister Dasho Tshering Tobgay, Minister for Energy and Natural Resources Lyonpo Gem Tshering, and other senior officials.

The agreement follows ongoing cooperation on the Wangchhu Hydropower Project, in which DGPC holds a 51% stake and Adani holds 49%. The new initiative will include additional hydropower and pumped storage projects, to be identified and developed in phases after the preparation of Detailed Project Reports.

“This partnership reflects our deep commitment to developing clean energy infrastructure that enhances regional energy security,” said Naresh Telgu. “Together with DGPC, we are enabling Bhutan to harness its hydropower potential and export reliable green energy to India. This is a powerful example of cross-border collaboration in pursuit of shared sustainable development goals.”

DGPC is Bhutan’s main hydropower developer and plays a central role in the country’s renewable energy strategy. The Adani Group, a major player in India’s infrastructure and energy sectors, will contribute project development, financing, and market access expertise.

The collaboration supports Bhutan’s 2040 Renewable Energy Roadmap, which aims to add 20,000MW of generation capacity, including solar and geothermal sources. The roadmap encourages foreign investment and partnerships to scale up clean energy infrastructure.

As part of the agreement, Adani will help ensure power offtake and integration with India’s commercial power markets, positioning Bhutan as a reliable regional energy partner.

DGPC and Adani also initialled the Shareholders’ Agreement for the Wangchhu Project, marking further progress in their joint efforts to expand Bhutan’s hydropower sector.
