Vietnam Electricity Generation Corporation 1 has proposed investing in three floating solar power projects on hydropower reservoirs in Lam Dong province with a combined capacity of nearly 270MW and total estimated investment of about VND4.4tn (US$170m).

The projects are intended to support Vietnam’s revised Power Development Plan VIII by adding renewable generation capacity and using existing hydropower reservoir infrastructure.

At a meeting with the Lam Dong Provincial People’s Committee, EVNGENCO1 outlined plans for the projects and reviewed its existing operations in the province. The corporation and its subsidiaries currently operate several hydropower plants in Lam Dong, including Dai Ninh, Dong Nai 3, Dong Nai 4, Da Nhim, Ham Thuan–Da Mi, and the Da Mi floating solar plant, with total installed capacity of about 1615MW.

The proposed projects include the 96 MW Dai Ninh Lake Floating Solar Power Plant in Ninh Gia commune, with estimated investment of VND1.6tn (US$62m); the 100 MW Ham Thuan Lake Floating Solar Power Plant Phase 1 in La Da commune, with estimated investment of VND1.65tn (US$64m); and the 70MW Da Mi Lake Floating Solar Power Plant Phase 2 in Dong Kho commune, with estimated investment of VND1.15tn (US$44m).

According to EVNGENCO1, the projects would use the surface area of existing hydropower reservoirs and support renewable energy development while reducing greenhouse gas emissions and supplying additional electricity to the national grid.

The corporation cited the 47.5 MWp Da Mi floating solar project, commissioned in 2019 by Da Nhim – Ham Thuan – Da Mi Hydropower Joint Stock Company, as a reference project. The plant was the first floating solar installation in Vietnam and produces about 70 million kWh annually.

Nguyen Tien Khoa, chairman of EVNGENCO1’s board of members, said: “EVNGENCO1 hopes not only to invest in floating solar power projects but also to continue researching and developing other green energy projects in Lam Dong, contributing to the local government’s efforts to promote green growth, sustainable development, and ensure national energy security.”

He said the corporation considered Lam Dong to have strong potential for renewable energy development, particularly floating solar integrated with hydropower reservoirs, and added that EVNGENCO1 had the financial and operational capacity to implement the projects if approvals are granted.

Le Trong Yen, standing vice chairman of the Lam Dong Provincial People’s Committee, said local authorities supported the investment direction and had instructed departments and agencies to coordinate on investment procedures. He said the projects aligned with the province’s green development strategy and could improve use of water resources while contributing to economic development and budget revenues.

In addition to floating solar, EVNGENCO1 said it is studying other renewable energy technologies in Lam Dong, including pumped-storage hydropower, wind power, biomass, and waste-to-energy projects.

The corporation plans to invest about VND60 trillion in power source development between 2026 and 2030.
