Queensland Hydro has submitted the final preliminary documentation, including the response to public comments, for the exploratory works of the proposed Borumba Pumped Hydro Energy Storage (PHES) Project to the Australian Department of Climate Change, Energy, the Environment and Water (DCCEEW). This is a key step in the assessment process under Australia’s Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act).

The Borumba PHES Project, located in southeast Queensland, is proposed to be delivered in two stages: exploratory works and main works. The exploratory phase will collect essential geotechnical and environmental data to inform the refreshed business case, further assessments, and final engineering design.

As part of the EPBC Act process, draft preliminary documentation was publicly exhibited from 14 February to 14 March 2025. It was available online and in local libraries. A total of 115 public submissions were received. Following the consultation period, a variation to the proposed action was approved on 26 September 2025 by a delegate of the Federal Minister for the Environment and Water.

The final preliminary documentation is now under assessment by DCCEEW. A decision will be made by the Federal Minister for the Environment and Water, or an authorised delegate, on whether the exploratory works may proceed. This assessment process relates only to exploratory works. If the project progresses to main works, a separate environmental impact statement will be required.

In addition to EPBC Act approval, Queensland Hydro must also obtain further permits and approvals from state-based agencies before exploratory works can commence. These processes are currently underway.
