The Klamath Conservation Partners – which includes the Northcoast Environmental Center, the Center for Biological Diversity and Oregon Wild, amongst others – says while it appreciates the considerable effort that has gone into creating the Klamath Hydro Deal, it cannot support the deal in its current form since it fails to compel Pacificorp, the states of Oregon and California or the federal government to commit to dam removal now.
The coalition believes the dams must come down as soon as possible. As such they are developing an alternative that would separate the Settlement Agreement from the proposed Klamath Basin Restoration Agreement (KBRA). It also wants a plan for federal removal of the dams to be submitted to congress by 2012, instead of the proposed 2020.
The Klamath Hydroelectric Settlement Agreement was released at the end of September, and was based on the Agreement in Principle reached between dam owners PacifiCorp, the states of Oregon and California, and the federal government in November of 2008.
