Sibulan construction begins

The US$108.83M project involves the construction of two cascading hydro power plants to supply Davao City's Davao Light and Power Company (DLPC) with 212MkWh of energy starting August 2009.

Upstream Plant A will be 16.5MW plant with a power house containing two 8.25MW Voith-Siemens horizontal Pelton runners and two 8.25MW INDAR PSA 1400 synchronous generators. Downstream Plant B will have a total installed capacity of 26MW utilising two 13MW Voith-Seimens horizontal Pelton runners, and two INDAR PSA 2000 synchronous generators.

Plant A has been designed with a net head of 366.4m, with a design discharge of 5.23m3/sec, while Plant B will have 307.8m and 9.9m3/sec net head and design discharge respectively. Each of the plants will also utilise a head pond to take advantage of higher river flows and generate more energy during peak hours. The combined capacity of the head ponds is 120,000m3, with a combined surface area of more than 3ha.

The whole system will require the construction of five drop intakes to tap the Sibulan and Baroring rivers in Santa Cruz, Davao del Sur. More than 16km of steel conveyance pipes and penstocks will be laid out to divert the water from these rivers to the plants, and about 27km of transmission lines will be erected to connect the plants to a DLPC substation.

As part of the contract win, Hedcor will supply DLPC, the third largest power distribution company in the Philippines, with 400MkWh for 12 years.

Hedcor also awarded project contracts to Engineering and Development Corp. of the Philippines and New Zealand-based Tonkin and Taylor International, Ltd. (Project Management Services), JV Angeles Construction Corp. (Civil Works), and SOCOIN (Electrical and Mechanical Works).
