Portugal has unveiled a National Energy Storage Strategy that targets approximately 3.9GW of pumped storage capacity by 2030 and more than 5GW by 2040. The strategy identifies pumped storage as the country’s main large-scale, long-duration energy storage solution..

The strategy was presented by Secretary of State for Energy Jean Barroca in the presence of Minister for Environment and Energy Maria da Graça Carvalho. It forms part of Portugal’s plans to support an electricity system that already generates around 80% of its power from renewable sources, while providing the storage needed to integrate additional renewable capacity.

Portugal currently operates more than 3.6GW of pumped storage capacity and plans to expand this through projects including Alto Lindoso and the proposed Minhéu pumped storage scheme. The country is also home to the Tâmega hydroelectric complex, one of Europe’s largest pumped storage developments.

The government said the strategy will be supported by competitive auctions for new storage capacity, future tenders for pumped storage projects and regulatory reforms intended to simplify permitting procedures.

According to the strategy, additional energy storage will help improve security of supply, reduce renewable energy curtailment, stabilise electricity prices and strengthen energy sovereignty.

The International Hydropower Association (IHA) welcomed the strategy, describing it as one of the strongest national policy commitments to long-duration energy storage in Europe.
