Jordan’s Ministry of Investment has issued a request for qualification (RFQ) for the Al-Mujib Pumped Hydro Energy Storage Project, inviting applications from companies interested in developing the scheme through a public-private partnership.

The 450MW facility is planned adjacent to the existing Al-Mujib Dam and will be delivered under a build, own, operate and transfer (BOOT) model. The private sector partner will be responsible for developing, financing, designing, constructing, owning, operating and maintaining the facility.

The project is intended to store surplus electricity, particularly daytime solar generation, and supply power to the grid during periods of high demand. With seven hours of operation at full output, it would provide 3150 MWh of energy storage capacity.

According to the ministry, the scheme will improve electricity system flexibility, support greater integration of renewable energy, strengthen energy security and reduce dependence on imported fuel.

Procurement will take place in two stages. The initial RFQ phase will establish a shortlist of qualified applicants, who will then be invited to submit technical and financial proposals through a request for proposals process.

The competition will be conducted under Jordan’s Public-Private Partnership Projects Law No. 19 of 2023 and Regulation No. 9 of 2024.

Interested applicants can obtain the RFQ documents by emailing PHES.PPP@moin.gov.jo with the subject line “Al-Mujib PHES RFQ Documents”. Requests must identify the applicant and include a company registration certificate and proof of payment of the non-refundable JOD1000 (US$1410) document fee.

The deadline for submitting qualification applications is 18 January 2027 at noon local time in Jordan. Applications must follow the requirements and procedures set out in the RFQ documents.
