The Yuba Water Agency in California, US, has continued to assess damage and lead environmental response efforts following the sudden rupture of a penstock pipe above the New Colgate Powerhouse on 13 February 2026. The incident released large volumes of water down the hillside, caused erosion, damage to infrastructure, and contributed oily debris, sediment and other materials into the Yuba River.
In the immediate aftermath, agency crews and environmental contractors focused on hazard containment, debris removal and monitoring ahead of forecasted storms, installing oil boom infrastructure in the US Army Corps of Engineers’ Englebright Reservoir and removing larger debris from the river channel. Coordination with state wildlife authorities has continued to address potential environmental impacts.
Agency general manager Willie Whittlesey reiterated the priority of environmental protection: “While this unprecedented event poses unique challenges, protection of the Yuba River remains one of our top priorities, both in the immediate response to this incident and moving forward.”
One contract employee was hospitalised following the failure; agency statements confirm he remains in stable condition.
Water quality monitoring has been ongoing. Initial independent laboratory results for polychlorinated biphenyls (PCBs), petroleum hydrocarbon and volatile organic compound panels did not detect concerning levels of those chemicals in river samples collected downstream of New Colgate and at Englebright Lake. Whittlesey said: “We’re encouraged by these initial results, which suggest that any oil that washed into the river is likely limited to oily debris on the surface. However, monitoring is ongoing as part of our continued response.”
Beyond immediate cleanup efforts, Yuba Water Agency has restricted access to the incident area for safety and contracted geotechnical and surveying work to assess hillside stability and impacts around the powerhouse. The agency is also developing a longer-term water quality monitoring strategy in coordination with state and federal partners.
